The Department of Information and Communications is a specialized agency under the Provincial People's Committee, with the function of advising and assisting the Provincial People's Committee in the state management of press; publishing, printing, distribution; radio, television; electronic information; foreign affairs information; grassroots information; postal services; telecommunications; radio frequency; information technology industry; information technology applications; network information security; electronic transactions and local digital transformation (hereinafter referred to as information and communications).

2. The Department of Information and Communications has legal personality, a seal, and a separate account; it is under the direction and management of the organization, personnel, and work of the Provincial People's Committee, and at the same time, it is under the guidance, inspection, and professional guidance of the Ministry of Information and Communications.
