       a) Office Division

       + Functions and tasks: This is a comprehensive and professional advisory unit within the Department. It advises and assists the Department Director in coordinating the Department's activities according to programs and work plans. It handles personnel organization, comprehensive planning, finance, accounting, legal matters, administrative reform, administration, management, archives, state secrecy protection, commendations, and discipline. It also performs other tasks assigned by the Department Director.

       + Organizational structure: Office Chief, Deputy Office Chief, specialized and professional staff, and employees.

       b) Inspectorate Division

      + Functions and tasks: This unit, under the Department, provides advice and assistance to the Department Director in conducting administrative inspections and inspections related to information and communication within the scope, tasks, and authority of the Department Department leaders. It also deals with citizen reception, resolution of complaints, denunciations, and anti-corruption work. It performs other tasks assigned by the Department Director. The Information and Communication Department Inspectorate has its own seal for operations.

       + Organizational structure includes: Chief Inspector, Inspectors, and other staff.

       c) Infrastructure and Digital Transformation Division

      + Functions and tasks: This specialized unit under the Department has the function of advising and assisting the Department Director in managing state activities related to postal services, telecommunications, radio frequencies, digital transformation, information technology applications, electronic transactions, electronic government development, digital government, digital economy, and digital society. It also handles network security, information technology industry, and electronic information (electronic games) in the province. It performs other tasks assigned by the Department Director.

      d) Information, Press, and Publishing Division

       + Functions and duty: This specialized unit under the Department has the function of advising and assisting the Department Director in managing state activities related to press, publishing, printing and distribution, basic information, foreign affair information, electronic information, advertising in the media, online environments, and integrated advertising on postal, telecommunications, and information technology products and services in the province. It performs other tasks assigned by the Department Director.

      + Organizational structure: Department Head, Deputy Department Head, specialized and professional staff.

       3. Affiliated Public non-business units

       + Functions and tasks: The Information Technology and Communication Center (referred to as the Center) is a public non-business unit under the Department of Information and Communications. It provides advice and assistance to the Department Leadership in carrying out tasks such as managing and operating the provincial data center, information technology infrastructure, digital infrastructure, information systems, databases, and shared software. It collaborates and links with functional agencies to organize training for information technology and communication workforce. It promotes the development of the local information technology industry and provides services and products in the fields of information technology and communication, digital transformation. It carries out communication to support digital transformation and the socio-economic development of the province.

       The Information Technology and Communication Center has legal personality, its own seal, and operates bank accounts at the State Treasury and banks in accordance with legal regulations.

      + Organizational structure: The Information Technology and Communication Center has a Director, Deputy Director, and specialized units including the Digital Transformation and Information Security Department, and the Communication and Comprehensive Information Department.
