1. Submitting to the Provincial People's Committee:

a) Draft decisions related to the fields of information and communications and other documents as assigned by the Provincial People's Committee;

b) Draft development plans; programs, measures to implement tasks in the field of information and communication in the province within the management scope of the Department of Information and Communications;

c) Draft decisions on decentralization, authorization of state management tasks on information and communication to the Department of Information and Communications, district-level People's Committee;

d) Draft decision specifying the functions, duties, authority, and organizational structure of the Department of Information and Communications;

đ) Draft decisions on implementing the socialization of activities supplying information and communication services under the jurisdiction of the provincial People's Committee and according to the decentralization of higher-level state agencies.

2. Submitting to the Chairman of the Provincial People's Committee: Draft documents in the fields of information and communications under the promulgation authority of the Chairman of the Provincial People's Committee as assigned.

3. Implementing legal documents, strategies, plans, programs, projects, technical standards, national standards, economic-technical norms on information and communication that have been approved; information, propaganda, guidance, dissemination, education, monitoring the enforcement of laws in the areas within the state management scope assigned.

4. Regarding the press (including print newspapers, printed magazines, electronic newspapers, electronic magazines, radio, television, news):

a) Manage the circulation of the press according to regulations and organize inspections of the press in circulation locally;

b) Issue licenses, modify the content recorded in the license, revoke the license to publish news for local agencies, organizations, individuals according to legal regulations;

c) Submit to the authorized issuing authority responses or response to notices of press conferences in the province for local agencies, organizations, citizens, local foreign representative offices, foreign organizations in Vietnam as stipulated by law and the delegation of the Provincial People's Committee;

d) Assist the Provincial People's Committee in inspecting the conditions of representative offices; in case of insufficient conditions, assist the Provincial People's Committee in issuing documents requesting the cessation of activities of representative offices and handling according to legal regulations;

đ) Organize the implementation of the development plan for the province's radio and television industry after approval;

e) Manage broadcasting, television services; manage and grant registration to receive foreign television signals directly from satellites in the province as regulated by law.

5. Regarding publishing, printing, and distribution:

a) Issue, revoke licenses for non-business publication materials; issue, revoke licenses for the import of non-business publications for agencies, organizations, individuals in the province; issue, revoke licenses for the operation of publishing and printing and licenses for printing services for foreign countries for printing establishments in the province as regulated by law;

b) Issue, revoke licenses for printing activities; confirm the registration of the operation of printing establishments; register the use of color photocopiers, color photocopying printers in the province as regulated by law;

c) Issue, revoke licenses for exhibitions, fairs of published products; temporarily suspend the organization of exhibitions, fairs of published products for agencies, organizations, individuals licensed by the Department of Information and Communications; confirm, reconfirm the registration of publishing products for state-owned enterprises and public service units in the province as regulated;

d) Manage the circulation of published products and organize reading activities for circulated published products licensed by the Department of Information and Communications; inspect and handle within the authorized scope when discovering printed products with signs of legal violations;

đ) Temporarily suspend or suspend printing activities if content violating the Publishing Law is detected; report to the Minister of Information and Communications, the Chairman of the Provincial People's Committee;

e) Temporarily suspend publication with a deadline, withdraw, seize, ban circulation, and destroy published products violating the Publishing Law in the province when a decision is made by the authorized agency as regulated.

6. Regarding foreign affairs information:

a) Develop regulations on foreign affairs activities in the province;

b) Preside, coordinate with relevant agencies to develop long-term, mid-term, and annual foreign affairs information activities, programs, projects, and plans of the province and organize implementation after approval;

c) Preside, organize the assessment of long-term, mid-term, and annual foreign affairs information activities, programs, projects, and plans of specialized agencies under the Provincial People's Committee; People's Committees of districts, towns, and cities; approve according to authority or submit to the Provincial People's Committee for approval of foreign affairs information activities, programs, projects, and plans;

d) Submit to the Provincial People's Committee for approval of displaying paintings, photos, and other forms of information outside the offices of foreign representative agencies, foreign organizations in the locality, or submit for the issuance of approval documents when delegated by the provincial People's Committee according to legal regulations;

đ) Coordinate with the Provincial Party Committee's Propaganda Board to orient foreign affairs information propaganda activities through forms such as press briefings, regular press conferences, ad-hoc press conferences, on the province's electronic information portal.

7. Regarding grassroots information and district-level radio-television activities:

a) Build and organize the management of basic information systems and radio and television broadcasting in districts, towns and cities;

b) Build, manage and operate the system of information sources at the provincial level;

c) Organize the provision of information; manage the content of grassroots information within the province.

8. Regarding electronic information:

a) Receive, assess, and issue, revoke, amend, supplement, extend licenses to establish comprehensive electronic information pages for organizations, businesses in the province according to current legal regulations;

b) Preside, coordinate with relevant agencies to inspect the technical conditions of businesses providing online electronic gaming services registered within the province after the business officially provides services;

c) Publicize the list of public electronic gaming service providers granted and withdrawn certificates of eligibility for public electronic gaming service providers; update the list of online electronic games that have been licensed and decisions on content approval, scripts have been revoked;

d) Preside, coordinate with the People's Committees of districts, towns, and cities to manage, compile statistics, report on the status of internet access points and online electronic gaming service providers in accordance with legal regulations.

9. Regarding advertising:

a) Guide the implementation of advertising in the press, on the netwwork environment, on publications, and integrated advertising on postal, telecommunications, information technology products and services within the province according to authority;

b) Supervise, inspect, examine and handle according to authority violations of organizations and individuals in the province in advertising activities in the press, on the network environment, on publications and integrated advertising. on postal, telecommunications and information technology products and services in the province according to authority.

10. Regarding postal services:

a) Issue, revoke postal licenses for cases providing postal services within the province within the delegated authority;

b) Issue a written confirmation of the postal activity notification for cases providing postal services as specified in points a, b, c of Clause 1, Article 25 of the Postal Law within the province and cases specified in point g, Clause 1, Article 25 of the Postal Law;

c) Preside, coordinate with relevant agencies to guide and facilitate the development of the public postal network in the province;

d) Manage and coordinate the management of postal business activities; postal rates, postal service quality, postal safety; postal stamps in the province;

đ) Monitor, inspect the activities of the public postal network; the provision of public interest postal services, postal services serving Party and State agencies, public interest missions on the public postal network.

11. Regarding telecommunications:

a) Guide, inspect, instruct telecommunications businesses to implement infrastructure safety assurance tasks in telecommunications activities within the province according to legal regulations;

b) Support telecommunications businesses in the province to complete basic procedures for constructing works according to the granted license, in line with local development planning and legal regulations;

c) Preside, coordinate with relevant agencies to guide, create favorable conditions, promote the development of telecommunications infrastructure, digital infrastructure, promote the sharing, common use, and resolution of difficulties, disputes related to access, sharing, common use, and rental rates for passive telecommunications technical infrastructure and cross-sector technical infrastructure in the province;

d) Guide, instruct, supervise the implementation of regulations on the management of telecommunications subscriber information of telecommunications businesses in the province.

12. Regarding radio frequencies

a) Guide and inspect the implementation of frequency channel usage planning for broadcasting and television in the province; regulations on technical conditions, conditions for the operation of radio frequency devices that are conditionally used;

b) Coordinate with regional radio frequency organizations to handle interference in the province;

c) Receive, guide the improvement of procedures for applying for licenses to use frequencies and radio frequency devices under the delegation of the Radio Frequency Management Department.

13. Regarding the information technology industry:

a) Organize the implementation of strategies, plans, programs, projects on the information technology industry; mechanisms, policies, management regulations, support for the development of hardware industry, software industry, digital content industry, and information technology services, development of information technology enterprises, digital technology enterprises;

b) Build, manage, update databases on information technology industry products, information technology enterprises, local digital technology enterprises, information on domestically prioritized invested, leased, purchased information technology products and services for regular reporting as regulated;

c) Support and promote the development of information technology enterprises, digital technology enterprises; synthesize, evaluate the readiness for the development and application of information and communication technology at the local level;

d) Advise the Provincial People's Committee on proposing the establishment, expansion, recognition of concentrated information technology zones, additions to the planning of centralized information technology zones and other related tasks according to provisions of law and according to the assignment and decentralization of the Provincial People's Committee.

14. Regarding digital transformation, application of information technology, electronic transactions, development of e-government, digital government, digital economy, and digital society

a) Implement the permanent tasks of the province's Digital Transformation Steering Committee; act as a focal point for synthesizing, advising, coordinating interdisciplinary activities among departments, sectors, People's Committees of districts, towns, cities, agencies, organizations to implement strategies, policies, mechanisms, and promote digital transformation, application of information technology, electronic transactions, development of e-government, digital government, digital economy, and digital society, smart cities at the local level;

b) Carry out the tasks of the information technology specialized unit as prescribed by law; propose, build, guide, organize the implementation of mechanisms, policies, strategies, plans, programs, projects of the province on digital transformation, application of information technology, electronic transactions in state agencies, businesses, and citizens, development of e-government, digital government, digital economy, and digital society; establish regulations and organize activities related to digital transformation, application of information technology, electronic transactions, development of e-government, digital government, digital economy, and digital society; collect, store, process information to serve the direction and management of leaders; organize the deployment, construction, management, operation, and guide the use of information infrastructure to serve directive and operational activities; build and maintain the operation of the electronic information page, electronic information portal of the province; organize the deployment, ensure the technical aspects of providing e-administration services;

c) Guide the implementation of legal documents on information technology investment management using state budget within the management scope; monitor, inspect the implementation of programs, plans, projects applying information technology within the management scope, ensuring centralized, goal-oriented, and effective investment; inspect compliance with legal regulations on information technology investment for organizations, individuals participating in the management of information technology investment using state budget within the delegated authority; appraise projects of information technology application investment, digital transformation, development of e-government, digital government, digital economy, and digital society within the delegated authority;

d) Build, maintain, update, organize the implementation, and evaluate, inspect compliance with the Electronic Government Architecture, Smart City ICT Development Architecture;

đ) Guide the management, connection, and sharing of data within the management scope; monitor, urge, evaluate, and inspect the connection, sharing of data between agencies, units of the province, act as a focal point for advising on solving difficulties, obstacles in data management, connection, and sharing; coordinate the connection and sharing of data, guide, support agencies, units to connect outside the province; establish and submit to competent authorities for approval and update the list of databases under provincial management; organize the deployment, construction, operation, and maintenance of data portals and infrastructure connection, data sharing to serve connection, data sharing within the province and connection, data sharing with central government agencies, ministries, and other provinces and cities;

e) Organize the deployment, construction, management, operation of the network infrastructure, data centers, infrastructure, platforms, shared databases, and unified use of information technology within the province to serve digital transformation, application of information technology, electronic transactions, development of e-government, digital government, digital economy, and digital society;

g) Organize activities to promote the participation of businesses, the activities of production, business, and people on Vietnamese digital platforms as instructed by the Ministry of Information and Communications;

h) Organize activities to promote organizations, businesses, and people to use digital signatures, timestamps, reliable services, and electronic authentication; coordinate with the Government Cipher Committee's focal point to promote the use of specialized digital signatures in state agencies; promote the application and development of digital signatures, timestamps, reliable services, and electronic authentication at the local level as instructed by the Ministry of Information and Communications.

15. Regarding network information security:

a) Implement the tasks of the specialized unit on network information security as prescribed by law;

b) Develop, guide, organize the implementation of mechanisms, policies, strategies, plans, programs, and projects of the province on network information security;

c) Organize the implementation to ensure the safety of information systems at different levels; assess network information security in the design documents of information systems, information system safety levels as prescribed by law;

d) Organize inspections, evaluate network information security for information technology and communication products, equipment, and information systems within the management scope as prescribed by law;

đ) Organize the management, implementation of information security, monitor information about Phu Yen province on the network; issue warnings about information security; act as the technical focal point to handle information violating the law on the network as prescribed by law; organize the connection, sharing of information with the National Network Security Monitoring Center under the Information Security Department, Ministry of Information and Communications;

e) Organize the implementation of emergency response plans for ensuring national network information security, emergency response plans for ensuring network information security of the province as prescribed; participate in the national network incident response network and fulfill responsibilities and powers as prescribed by relevant laws; organize the connection, sharing of information with the Vietnam Computer Emergency Response Team (VNCERT/CC) under the Information Security Department, Ministry of Information and Communications;

g) Provide guidance on ensuring information security for agencies, organizations, and businesses in the province; guide, promote tools and basic skills for ensuring network information security for the general public;

h) Organize the deployment, construction, management, and operation of systems ensuring information security, technical infrastructure systems concentrated in the province to decrypt malicious code, handle, minimize network attacks, support monitoring information security for online public service information systems, e-government development, digital government, digital economy, and digital society;

i) Preside, coordinate with functional agencies in the field of cyber defense, prevention of network attacks, defense against malicious code; ensure personal information security on the network; protect children on the Internet.

16. Coordinate to organize the implementation of legal regulations on intellectual property ownership for press works, radio and television programs, encrypted satellite signals, postal stamps, products and services in information technology and communication, and industrial property rights in the information and communication sector in the province.

17. Advise the Provincial People's Committee on managing enterprises, collective economic organizations, private economic organizations, associations, and non-governmental organizations operating in the field of information and communication in the province as prescribed by law.

18. Guide the implementation of the autonomy and responsibility mechanism of public service units under the Department of Information and Communication as regulated by law; manage the activities of public service units within and outside the public sector under the information and communication sector at the local level.

19. Instruct, train professionally, and provide expertise in the fields of information and communication for the Department of Culture and Information under the district-level People's Committee and specialized titles under the commune-level People's Committee, ward, town.

20. Implementing the state management tasks on public services in the fields of information and communication:

a) Report to the Provincial People's Committee to submit to the Provincial People's Council to promulgate, amend, and supplement the list of public service projects using local budgets in the field of information and communication;

b) Propose to the Provincial People's Committee to issue criteria, quality standards for public service projects using state budgets in the field of information and communication within the local management scope;

c) Propose to the Provincial People's Committee to issue mechanisms for monitoring, evaluating, inspecting the quality, and regulations for checking and acceptance of public service projects using state budgets in the field of information and communication within the local management scope.

21. Assist the Provincial People's Committee in organizing information and communication tasks to serve Party and State agencies, serve national defense, security, foreign affairs; information on natural disaster prevention and reduction; information on safety, search and rescue, and other emergency information in the province as prescribed by law.

22. Implement the state management tasks for specialized information and communication investment projects at the local level according to the regulations on investment, construction, and as assigned and decentralized by the Provincial People's Committee.

23. Develop and submit to the Provincial People's Committee to promulgate and amend economic - technical norms and cost norms (if any) in the field of information and communication applicable to products, public service projects within the local management scope; coordinate in participating in price management, unit prices for products, public services using local budgets as prescribed by the law on prices and the assignment of the Provincial People's Committee.

24. Advise the Provincial People's Committee on organizing and implementing projects, component content on information and communication under national target programs according to the guidance of ministries and the assignment of the Provincial People's Committee.

25. Organize activities to raise awareness, disseminate skills, train, develop human resources in the local management areas.

26. Implement the emulation and commendation work in the assigned field of management according to the provisions of law on emulation and commendation.

27. Conduct research, apply scientific and technological advances, carry out digital transformation, conduct investigations, statistics, collect data to build an information system serving state management and professional tasks in the fields of information and communication and serving the guidance and direction of the Provincial People's Committee.

28. Deploy and implement the administrative reform program of the Department of Information and Communication according to the goals and administrative reform program of the Provincial People's Committee.

29. Implement the reporting regime and ad hoc reports on the implementation of assigned tasks according to the regulations of the Provincial People's Committee and the Ministry of Information and Communications; participate in conducting investigations, statistics, providing information about events, activities in information and communication as guided by the Ministry of Information and Communications.

30. Implement international cooperation in the fields of information and communication according to the regulations of the law and as assigned or authorized by the Provincial People's Committee.

31. Inspection, examination, supervision, and handling of violations in the field of information and communication within the authorized scope; handle complaints, denunciations, prevent corruption, negative practices, practice thrift, and anti-waste according to the regulations of the law and as assigned or authorized by the Provincial People's Committee, Chairman of the Provincial People's Committee.

32. Manage organizational apparatus, civil servant establishment, civil servant classification structure, job positions, and personnel structure according to professional titles and the number of workers in public service units; implement salary regimes and policies, preferential treatment regimes, training, training, commendation, discipline for civil servants, officials, and workers within the local management scope according to the regulations of the law and as assigned or authorized by the Provincial People's Committee.

33. Manage and take responsibility for finances, assigned assets, and organize the implementation of allocated budgets according to the regulations of the law and the decentralization of the Provincial People's Committee.

34. Implement other tasks assigned by the Provincial People's Committee and as prescribed by law.
